Gretchen I would personally say it would be best for a 12 or 13-year-old based on the reading difficulty and some of the content. There is no vile language, unless you count "damn" and "bloody hell" as that, with the exception of the term b@st@rd being used once or twice.

This also leads in to the major theme of the book: cowardice and courage. Spensa, the main character, has been called the daughter of a coward her whole life, so her rejection of anything that could be construed as cowardice makes sense, even if she appears reckless and aggressive because of it.
